[CellServDB] GCO Public CellServDB updates

A new version of the GRAND.CENTRAL.ORG Public CellServDB has been
released, and is available at the locations mentioned below.  This version
contains the following new cells:

s-et.aau.dk            #Aalborg Univ., The Student Society, Denmark
sbp.ri.cmu.edu         #Carnegie Mellon University - Sensor Based Planning 
Lab

It also contains updates for the following cells:

glue.umd.edu           #University of Maryland - Project Glue
wam.umd.edu            #University of Maryland Network WAM Project
