[CellServDB] GCO Public CellServDB updates

A new version of the GRAND.CENTRAL.ORG Public CellServDB has been
released, and is available at the locations mentioned below.  In this
version, the dev.ru.is cell has been replaced by rnd.ru.is, with a
different set of servers.

Copies of the GCO Public CellServDB can be obtained via AFS, HTTP or
FTP:
