[CellServDB] GCO Public CellServDB updates

Happy New Year to everyone in the AFS community.  A new version of the
GRAND.CENTRAL.ORG Public CellServDB has been released, and is available
at the locations mentioned below.  This version contains two new cells: 

mathematik.uni-stuttgart.de      #University of Stuttgart, Math Dept.
stud.mathematik.uni-stuttgart.de #CIP-Pool of Math. Dept, University of Stuttgart

In addition, the entries for ics.muni.cz and sinenomine.net have been
updated, and the entry for uni-paderborn.de has been removed.

Copies of the GCO Public CellServDB can be obtained via AFS, HTTP or FTP:
