[CellServDB] GCO Public CellServDB updates

A new version of the GRAND.CENTRAL.ORG Public CellServDB has been
released, and is available at the locations mentioned below.  This version
contains updates to the following cells: 

athena.mit.edu         #MIT/Athena cell
sipb.mit.edu           #MIT/SIPB cell
sinenomine.net         #Sine Nomine Associates

In addition, the numenor.mit.edu cell (Project Numenor) has been removed.
