[CellServDB] GCO Public CellServDB updates

A new version of the GRAND.CENTRAL.ORG Public CellServDB has been released,
and is available at the locations mentioned below.  This version doesn't
contain any new cells, but does include updates to the following:

  ualberta.ca            #University of Alberta
  ics.muni.cz            #Masaryk university
  ipp-garching.mpg.de    #Institut fuer Plasmaphysik
  cs.pitt.edu            #University of Pittsburgh - Computer Science

In addition, the following cells are no longer in service and have been
removed:

  rpi.edu                #Rensselaer Polytechnic Institute
  slac.stanford.edu      #Stanford Linear Accelerator Center
  rnd.ru.is              #Reykjavik University Research and Development
Network
  p-ng.si                #University of Nova Gorica
