[CellServDB] GCO CellServDB Updates

A new version of the GRAND.CENTRAL.ORG Public CellServDB has been
released, and is available at the locations mentioned below.  This version
contains the following new cells:

>tu-chemnitz.de         #Technische Universitaet Chemnitz, Germany
