[CellServDB] GCO Public CellServDB release

A new version of the GRAND.CENTRAL.ORG Public CellServDB has been
released, and is available at the locations mentioned below.  This version
contains the following new cells: 

club.cc.cmu.edu
iastate.edu
ncsa.uiuc.edu

It also contains an update for the dev.mit.edu cell.
