[CellServDB] GCO Public CellServDB update -- bug fix

A new version of the GRAND.CENTRAL.ORG Public CellServDB has been
released, and is available at the locations mentioned below.  This version
is identical to the version released on October 25, except that it
corrects an error whereby the admin.kth.se cell was listed with no
database servers.  That cell has been decomissioned, and as of this
release no longer appears in the GCO Public CellServDB.
