[CellServDB] GCO Public CellServDB updates

A new version of the GRAND.CENTRAL.ORG Public CellServDB has been
released, and is available at the locations mentioned below.  This version
contains the following new cells:

rrz.uni-koeln.de       #University of Cologne - Reg Comp Center
coed.org               #Adam Pennington's Cell

In addition, the sunsite.dk cell has been removed by request, and there
is an update to the entry for the mekinok.com cell.
