Really slow vos dumps to local disks

We do AFS volume-based backup directly to ADSM tapes (ADSM 3.1.2 now).
Average rate is 4.1 MB/sec, Max rate 7.4 MB/sec (backing up volumes with
large files).
Tape limit: 10MB/sec
Network: gigabit backbone between AFS file servers and backup servers.
AFS data kept on EMC Symmetrix.
